Kinshasa, mardi 19 août 2025 – Le Vice-premier ministre en charge du Budget, Adolphe Muzito, a réuni ce mardi au Centre financier de Kinshasa les responsables des administrations financières, en présence du ministre des Finances Doudou Fwamba et du vice-ministre du Budget Elysée Bokumwana. Cette rencontre stratégique s’inscrit dans le processus d’élaboration du projet de loi de finances pour l’exercice 2026.

Selon Rolly Lengo, directeur de la Direction générale de politique et programmation budgétaire (DGPPB), les échanges ont principalement porté sur les projections des recettes publiques après les conférences budgétaires tenues du 28 juillet au 11 août.

Le VPM Muzito a fixé un cap ambitieux : atteindre 13 milliards USD de recettes en 2026, contre 9,9 milliards projetés dans la loi de finances rectificative. Toutefois, les administrations financières, lors des travaux préparatoires, n’ont validé que 11 milliards USD, légèrement en dessous des 11,7 milliards fixés par le cadre budgétaire à moyen terme adopté en juillet dernier.

« Les discussions se poursuivent afin d’atteindre au moins les 11,7 milliards du cadre budgétaire à moyen terme. Le Vice-premier ministre a donné des orientations claires pour dépasser cette barre et viser entre 12 et 13 milliards », a précisé Rolly Lengo.

Au-delà des chiffres, cette mobilisation vise à renforcer le civisme fiscal et à doter l’État de ressources nécessaires pour financer les infrastructures scolaires, sanitaires, routières, ainsi que les salaires et le fonctionnement des services publics. Le Gouvernement rappelle par ailleurs ses efforts pour soutenir le pouvoir d’achat, notamment la réduction de la TVA sur certains biens de première nécessité en septembre dernier.

L’enjeu est désormais clair : mobiliser davantage de recettes internes afin de matérialiser la vision du Chef de l’État, Félix Antoine Tshisekedi Tshilombo, axée sur la transformation économique et sociale de la RDC.
