Le Fonds d’Assistance Sociale aux Artistes et Écrivains Congolais (FASAEC) demeure un acteur central du paysage culturel en République démocratique du Congo. Créé en 1972 sous l’appellation Fonds Mobutu, cet établissement public, longtemps marginalisé, connaît aujourd’hui une véritable renaissance sous la tutelle du Ministère de la Culture, Arts et Patrimoine, dirigé par Yolande Elebe Ma Ndembo, dans le sillage du leadership du Président de la République, Félix Antoine Tshisekedi Tshilombo.
Placée au cœur de la politique culturelle actuelle, cette structure publique a pour mission d’offrir une assistance sociale, médicale et matérielle aux artistes et écrivains congolais régulièrement inscrits, répondant ainsi à une revendication ancienne du secteur culturel.
Institué par l’ordonnance-loi n°72-022 du 28 mars 1972, le FASAEC a été restructuré en 1986 avant d’être rebaptisé en 1997. Depuis sa création, il constitue un filet de sécurité sociale pour plusieurs générations de créateurs, soutenant aussi bien les artistes émergents que les figures emblématiques de la culture congolaise.
En 2026, le FASAEC intensifie ses efforts de modernisation administrative et technologique. Des projets de digitalisation du fichier national des artistes et écrivains sont en cours, dans le but de sécuriser les données, d’améliorer le suivi des bénéficiaires et de renforcer la transparence dans la gestion des aides. Cette transition numérique vise également à accroître la visibilité des créateurs et à adapter les mécanismes d’assistance à leurs réalités actuelles.
Le FASAEC dispose de services décentralisés dans plusieurs provinces, notamment au Maniema, au Kasaï, au Kongo Central et au Sud-Kivu, garantissant une couverture nationale et une proximité accrue avec les artistes et écrivains à travers le pays.
Sous l’impulsion de la ministre Yolande Elebe, des démarches sont engagées en 2026 pour la révision des textes juridiques régissant le FASAEC, en vue de réinjecter des financements, renforcer sa gouvernance et accroître son impact social et culturel. Ces réformes ambitionnent de faire du Fonds un outil moderne, crédible et durable, capable de répondre efficacement aux défis du secteur culturel congolais.
En 2026, le FASAEC confirme ainsi son rôle stratégique : protéger, soutenir et valoriser les artistes et écrivains congolais, tout en s’inscrivant pleinement dans la dynamique de réformes et de modernisation du secteur culturel en République démocratique du Congo.
