Kinshasa, le 19 février 2026 – L’événement était attendu comme le véritable déclic de la modernisation administrative en République Démocratique du Congo. Ce jeudi, la Commission Électorale Nationale Indépendante (CENI) a officiellement transmis à l’Office National d’Identification de la Population (ONIP) le fichier des électeurs enrôlés en 2022. Un transfert de données stratégique qui pose la première pierre du futur Fichier Général de la Population.
Un acte de souveraineté sous l’égide de l’État
La cérémonie, empreinte de solennité, s’est déroulée en présence du Vice-Premier Ministre, Ministre de l’Intérieur, Sécurité, Décentralisation et Affaires Coutumières, Me Jacquemain Shabani. Ce dernier a personnellement supervisé la remise du fichier et la signature des procès-verbaux afférents entre les deux institutions, concrétisant ainsi la volonté de mutualisation des ressources prônée par le Gouvernement.
Pour le Directeur Général de l’ONIP, Richard Ilunga Ntumba, cette rencontre marque un tournant irréversible. Il a tenu à saluer l’engagement personnel du Chef de l’État, Félix-Antoine Tshisekedi, dont la vision a permis de lever les verrous politiques et techniques qui bloquaient l’identification des Congolais depuis plus de trois décennies.
« La réception de ce fichier est le fruit d’une collaboration exemplaire. Ce transfert de données est le socle sur lequel nous bâtirons le Fichier Général de la Population », a déclaré le DG Richard Ilunga avec satisfaction.
La mutualisation : une synergie tripartite
Ce rapprochement entre l’ONIP et la CENI n’est pas un fait isolé. Il s’inscrit dans le cadre d’un protocole d’accord tripartite incluant également l’Institut National de la Statistique (INS).
L’objectif est clair, optimiser les moyens de l’État en transférant les dispositifs d’enrôlement, les données cartographiques et le matériel de collecte de la CENI vers les organes chargés du recensement et de l’identification.
Le Président de la CENI, Denis Kadima, a réitéré la disponibilité de son institution à accompagner l’ONIP pour garantir un fichier final inclusif, fiable et au service exclusif de la population.
Vers la délivrance de la Carte d’Identité Nationale
En clôturant la cérémonie, le Vice-Premier Ministre Jacquemain Shabani a souligné la triple portée historique, politique et administrative de cet acte. Selon lui, ce projet arrivé à maturité remédie à une « anomalie » administrative qui durait depuis 30 ans.
Sur le plan politique, Il s’agit d’une promesse phare du mandat présidentiel, sur le plan administratif , c’est une réforme profonde de la gouvernance publique. Avant de démontrer que sur le plan social, c’est le prélude à la délivrance imminente de la Carte d’Identité Nationale.
Grâce à cette centralisation des données, le Gouvernement réaffirme sa détermination à doter chaque citoyen d’une identité sécurisée, outil indispensable pour une planification efficace du développement national et une sécurité renforcée.
Le chemin vers la nouvelle identité congolaise est désormais balisé.
