Au nom de la Première ministre Judith Suminwa, le Vice-premier ministre en charge du Budget, Adolphe Muzito, a présenté ce jeudi 11 décembre 2025 au Sénat le projet de loi de finances 2026, récemment adopté à l’Assemblée nationale et désormais chiffré à 22 milliards USD.
Muzito a expliqué que ce budget s’inscrit dans une vision triennale qui projette une pression fiscale de 12 % en 2026 pour atteindre la moyenne subsaharienne de 17 % d’ici 2030. Cette trajectoire doit permettre de financer, sur ressources propres, la défense, les infrastructures et l’amélioration des salaires publics, conformément aux engagements du Président Félix Tshisekedi.
Le VPM a souligné une amélioration du contexte macro-économique, notamment l’appréciation du franc congolais et le recul de l’inflation. Après revue avec le FMI, le budget initialement fixé à 20 milliards USD a été réévalué par la Chambre basse à 22 milliards USD, soit une hausse de 15,5 %.
Le projet introduit plusieurs réformes structurelles : digitalisation des procédures, modernisation de la TVA, guichet unique pour les micro-entreprises, renforcement de l’impôt sur le revenu et assainissement du fichier de paie.
Pour 2026, les dépenses d’investissement atteignent 7 milliards USD (36 % du budget), tandis que 2 milliards USD sont destinés aux transferts et subventions, en forte augmentation pour soutenir les entreprises publiques, la recherche, la subvention pétrolière et les provinces.
Le texte est désormais soumis à l’examen du Sénat, avec l’ambition affichée d’un « Congo de grandeur ».
