Face à l’escalade des tensions dans l’est de la République démocratique du Congo (RDC), l’Union européenne (UE) a annoncé, ce lundi, la suspension de ses consultations en matière de défense avec le Rwanda. Elle a également décidé de réexaminer le mémorandum d’entente sur les matières premières stratégiques, en raison de l’implication présumée de Kigali dans le conflit opposant l’armée congolaise au groupe armé AFC/M23.
Un risque de conflit régional
Kaja Kallas, vice-présidente de la Commission européenne et Haute représentante de l’UE pour les Affaires étrangères et la Politique de sécurité, a exprimé son inquiétude après la réunion du Conseil des Affaires étrangères de l’Union :
« La situation est très grave et nous sommes au bord d’un conflit régional. L’intégrité territoriale n’est pas négociable, que ce soit en RDC ou ailleurs. »
L’UE a également pris la « décision politique » d’imposer des sanctions en fonction de l’évolution de la situation sur le terrain et a appelé le Rwanda à retirer ses troupes du territoire congolais.
L’UE durcit le ton contre Kigali
Cette annonce intervient après l’adoption, le 13 février dernier, d’une résolution du Parlement européen qui appelait à des mesures plus strictes contre le Rwanda. Les députés européens avaient notamment recommandé :
• La suspension immédiate de l’accord entre l’UE et le Rwanda sur les chaînes de valeur des matières premières durables.
• Le gel de l’aide budgétaire directe au gouvernement rwandais.
• L’arrêt de toute assistance militaire et sécuritaire aux forces armées rwandaises.
Ces mesures visent à empêcher que des fonds européens ne contribuent, directement ou indirectement, aux opérations militaires dans l’est de la RDC, où les combats entre l’armée congolaise et l’AFC/M23 se poursuivent.
Des enjeux stratégiques derrière le conflit
L’Union européenne s’inquiète aussi du rôle d’acteurs extérieurs, notamment la Russie et la Chine, accusés d’exploiter le secteur minier congolais sans respecter leurs responsabilités économiques et sociales. Dans son communiqué du 13 février, le Parlement européen a mis en garde contre ces ingérences qui aggravent une situation déjà explosive.
Alors que les tensions ne cessent de croître, la décision de l’UE de suspendre sa coopération avec Kigali marque un tournant diplomatique. Reste à savoir si ces pressions suffiront à infléchir la position du Rwanda ou si de nouvelles sanctions viendront durcir le rapport de force.
