Invité de la 3ème édition du Débat Africain de l’Intelligence Économique (DAIE), organisée par l’Institut Africain de la Réflexion Stratégique (ISRS) mis en place pour instaurer un cadre de réflexion sur les enjeux stratégiques du continent africain afin de mieux relever les défis, le lobbyiste et stratège en investissement, Patrick Onoya a développé le sous thème : « Le filtrage des investissements étrangers dans les secteurs stratégiques en RDC », samedi à Kinshasa.
Le débat africain étant un cadre de réflexion sur les enjeux stratégiques du continent africain, Patrick Onoya a fait attendre sa voix en proposant aux dirigeants congolais l’existence d’un service de l’information stratégique et de la sécurité économique afin de mieux relever les défis auxquels le pays est confronté dans le secteur économique.
« Cela était pour moi un grand honneur et une responsabilité patriotique de pouvoir participer à ce panel organisé par le débat africain. Pour notre part, ils nous a été demandé de pouvoir réfléchir sur le filtrage des investissements dans les secteurs stratégiques. Ainsi, nous avons choisi comme fondement pour trouver les secteurs stratégiques, la Constitution de la République Démocratique du Congo en particulier dans son article 47, il est dit que : la santé et la sécurité alimentaire est garantie par l’Etat », a expliqué Patrick Onoya.
Et d’enrichir : « Ceci dit, pour nous, en s’appesantissant sur la sécurité alimentaire que les questions de sécurité alimentaire sont d’ordre stratégique, de souveraineté et par conséquent, cela devrait être avant tout l’apanage de nationaux, de l’état et non des étrangers ».
Et pour cela, Patrick Onoya a, argumenté en disant que, c’était important qu’il puisse y avoir un changement de paradigme en ce qui concerne les investissements. « Nous avons fait remarquer que par exemple l’agence nationale des investissements recherche des investisseurs étrangers dans tous les secteurs hors, par exemple, pour développer le maïs, le manioc et le riz, nous n’avons pas nécessairement besoin des investisseurs étrangers mais nous avons besoin des financements et nous avons besoin de la structuration des filières ».
En faisant une petite étude comparative avec d’autres pays, le lobbyiste et stratège en investissement a fait la proposition de l’existence d’un service de l’information stratégique et de la sécurité économique tel est le cas pour la France.
Il important que chaque pays puisse sécuriser les secteurs vitaux et minier pour lesquels on a identifié des minerais stratégiques et aussi le secteur de la sécurité des frontières.
Selon Patrick Onoya, au niveau du débat africain, la question de la sécurité alimentaire a été placée comme une question centrale, dans le sens que celui qui contrôle votre ventre vous gère. Et aujourd’hui, en République Démocratique du Congo, notre ventre est contrôlé par des étrangers parce qu’il apparaît que de manière globale, les statistiques démontrent que la République Démocratique du Congo importe à plus de 2 milliards de dollars mensuel les biens et services.
Pour palier à cette situation, il appelle l’état congolais de pouvoir revoir ses stratégies en matière de sécurité alimentaire.
Rappelons que, le débat africain de l’intelligence économique a connu son succès à Kinshasa pendant deux jours, soit du vendredi 15 au samedi samedi 16 novembre 2024, sous la thématique : « L’intelligence économique au cœur des défis de la RDC ».

Ce service aura une mission opérationnelle de protection des actifs stratégiques de l’économie congolaise face aux menaces étrangères.
Autre mission : élaborer, améliorer et proposer la politique de sécurité économique au ministre de l’Économie. Il peut pour cela réaliser ou participer à tout travail relevant de sa compétence et conduit par un service de l’État. Il est également destinataire des informations ou renseignements détenus par tout ministère et qui peuvent avoir des conséquences sur la sécurité économique.
Avec pour objectif de développer la compétitivité des congolais dans les secteurs stratégiques de l’économie qui mérite d’être protégé tel que le secteur agro-industriel.
