À l’instar du Qatar Investment Authority (QIA), le futur fonds congolais pourrait transformer les ressources minières du pays en actifs certifiés, moteurs d’un développement économique durable et souverain.
Et maintenant ? La certification, priorité du prochain gouvernement
Pour lancer efficacement le Fonds Souverain Congolais, il est impératif que le gouvernement à venir mette en place un programme de certification des actifs miniers. C’est à ce prix que ces ressources enfouies deviendront des leviers financiers tangibles.
Comme le Qatar l’a démontré, un pays peut transformer ses ressources naturelles en instruments d’influence et de prospérité. À la RDC maintenant de jouer sa partition.
La RDC dispose de l’un des plus vastes potentiels miniers au monde, estimé à plus de 24 000 milliards de dollars. Pourtant, ces richesses demeurent inexploitées ou sous-évaluées tant qu’elles ne sont pas certifiées comme actifs miniers.
Le Code minier congolais parle d’« actif minier de l’État » pour désigner l’ensemble des éléments du patrimoine minier national. Pour qu’ils soient convertis en capital mobilisable par le Fonds souverain, ces actifs doivent être géologiquement prouvés, économiquement viables et légalement reconnus.
Un parallèle Qatar–RDC qui prend tout son sens
À l’image du Qatar, dont le fonds souverain est né du surplus gazier, la RDC pourrait capitaliser sur les 500 milliards de dollars d’investissements promis par les États-Unis dans le cadre du Deal USA–RDC sur 15 ans.
Le Fonds Souverain Congolais deviendrait alors l’outil principal de la transformation structurelle de l’économie, notamment dans des secteurs stratégiques comme :
• l’agro-industrie,
• les énergies renouvelables,
• et l’industrie locale.
Qu’est-ce qu’un fonds souverain ?
Un fonds souverain est un fonds d’investissement détenu ou contrôlé par un État. Généralement alimentés par les excédents liés aux ressources naturelles (pétrole, gaz, minerais), ces fonds permettent aux pays producteurs de :
• diversifier leur économie,
• investir à l’étranger,
• et garantir une stabilité financière à long terme.
Créé en 2005, le Qatar Investment Authority est présidé par Mohammed ben Abderrahmane Al-Thani. Avec 526 milliards de dollars d’actifs sous gestion en 2024 (source : Sovereign Wealth Fund Institute), le QIA est l’un des plus puissants au monde.
Sa mission ? Protéger et faire croître les richesses du Qatar, tout en préparant l’après-gaz. Présent sur tous les continents, le QIA investit dans des secteurs aussi variés que les technologies, l’immobilier, les infrastructures ou encore la santé, avec une équipe cosmopolite de plus de 60 nationalités.
Conclusion
Le temps est venu pour la RDC de passer d’un modèle extractif à un modèle stratégique, où ses richesses naturelles servent d’ancrage à un développement inclusif, structuré et durable.
