L’actuelle ministre de l’Enseignement primaire, secondaire et technique (EPST), Raïssa Malu, est-elle en train de saboter la vision du chef de l’État Félix Tshisekedi de l’intérieur ? C’est la question brûlante qui agite les couloirs du ministère de l’EPST depuis plusieurs semaines.
Plusieurs sources internes, concordantes, affirment que Raïssa Malu, pourtant membre de l’UDPS, serait la « digne fille politique » de l’ancien président Joseph Kabila, au point de faire sa volonté au sein du gouvernement Tuluka, en pleine ère Tshisekedi. Selon ces révélations, la ministre aurait installé dans les postes clés du ministère plusieurs anciens collaborateurs du régime Kabila, semant le doute sur ses réelles allégeances.
La gratuité de l’enseignement en danger ?
Le programme phare de la présidence Tshisekedi, la gratuité de l’enseignement, peine à se matérialiser pleinement. Des retards persistants dans le paiement des salaires et primes, des grèves répétitives, une gestion opaque… Pour plusieurs agents du ministère, le sabotage est organisé de l’intérieur.
Des regards se tournent vers Madame Malu, accusée d’être au cœur de ce blocage stratégique. À ses côtés, le nom de Boniface Mbaka, à la tête de la DINACOPE, revient avec insistance. Il est pointé du doigt pour son inertie volontaire, allant jusqu’à bafouer l’un des piliers du programme présidentiel.
Le rôle troublant de Marker Mwangu
Autre personnage au cœur des accusations : Marker Mwangu, ancien ministre de l’EPST sous Kabila. Des sources affirment qu’il joue un rôle de trait d’union entre Raïssa Malou et l’ancien président, usant de ses connexions encore actives avec le président Tshisekedi pour maintenir un pont entre les deux camps. Une proximité qui inquiète plus d’un au sein de l’actuel régime.
Ces révélations sèment la confusion : le président serait-il indirectement à l’origine du blocage de son propre programme ? Une question qui mérite d’être posée, tant les tensions sont vives au sein de l’EPST.
Silence, colère et incertitudes
Du côté de la base, la grogne monte. Agents non payés, services paralysés, climat délétère : l’EPST est aujourd’hui un ministère en crise. Certains accusent une gestion clanique, d’autres dénoncent une duplicité politique inacceptable.
Pourtant, d’autres sources défendent Raïssa Malu. Selon elles, ces accusations sont l’œuvre de certains agents frustrés ou complices qui « bouffent » avec la ministre et tentent de se dédouaner de leur propre responsabilité dans la désorganisation du secteur.
Une chose est sûre : la tempête gronde à l’EPST, et il faudra plus que des déclarations pour rassurer une opinion publique de plus en plus sceptique.
