Le Ministre de la Justice et Garde des Sceaux, Son Excellence Constant Mutamba, a reçu, ce mercredi 30 octobre 2024, une délégation de personnalités importantes de notre pays. Parmi eux se trouvaient le Ministre du Portefeuille, Son Excellence Jean Lucien Bussa, le Ministre des Ressources Hydrauliques, Teddy Mutamba, ainsi que des sénateurs et députés nationaux élus de la province Orientale, sans oublier le Directeur Général de la SNEL, Fabrice Lusinde.
L’ordre du jour de cette rencontre portait sur les questions majeures concernant la ville de Kisangani et la province de la Tshopo en général, suite au récent passage du Chef de l’État. L’honorable Justin Bensesana N’Zama, chef de la délégation, a pris la parole pour exposer le cadre des discussions.
« Cette réunion fait suite à la visite du Chef de l’État à Kisangani, où nous avons constaté un problème majeur d’électrification de la ville, aggravé par la défaillance de la centrale hydroélectrique de Tshopo. Nous avons discuté des possibilités de financement pour cette centrale, afin que la population de Kisangani puisse bénéficier d’un approvisionnement électrique fiable. Nous avons reçu des assurances du Ministre de la Justice concernant l’accompagnement des fonds FRIVAO pour l’indemnisation. Une partie de ces fonds sera affectée à la population de Kisangani, qui a un besoin urgent d’électricité. Nous visons un budget de 120 millions de dollars, qui ne proviendra pas uniquement de FRIVAO. Il existe également des possibilités de partenariats public-privé (PPP) pour mobiliser des ressources supplémentaires afin d’assurer l’approvisionnement électrique, tant pour Tshopo 1 que pour Tshopo 2, » a déclaré l’honorable N’Zama.
Pour sa part, le Sénateur Jean Bamanisa a ajouté :
« Je tiens à remercier Son Excellence Monsieur le Ministre d’État, ainsi que Mesdames et Messieurs les Ministres des Ressources Hydrauliques et du Portefeuille, pour cette réunion qui fait suite à la visite du Président de la République à Kisangani. Lors de cette visite, l’urgence de la réhabilitation de Tshopo 1 et la construction potentielle de Tshopo 2 ont été mises en évidence. Selon le calendrier qui sera établi par la SNEL, un budget de 120 millions de dollars a déjà été prévu. FRIVAO, par l’intermédiaire du Ministère de la Justice, garantira une enveloppe supplémentaire de 50 millions de dollars, sous le contrôle des Ministres concernés. Ce montant ne suffira pas, et nous appelons à la contribution des parlementaires pour l’allouer au budget 2025-2026-2027. Une subvention gouvernementale est également nécessaire pour compléter le financement, qui sera finalisé par un partenariat entre la SNEL et un partenaire privé pour achever les travaux et gérer la production électrique à Kisangani, » a conclu le Sénateur Bamanisa.
Avis pris en compte par le Directeur Général de la SNEL Fabrice Lusinde qui plaide pour le renouvellement des infrastructures électriques et qu’au vu de moyens mis à la disposition, la SNEL se fixe d’un objectif de réaliser ces travaux dans un délais de trois à mois et ce, pour le bénéfice de la population boyomaise.
Fabrice Lusinde se dit conscient de la nécessité de la modernisation des infrastructures électriques en partant du barrage mais aussi du réseau pour une électricité continue dans la province de la Tshopo.
Cette rencontre marque un pas important vers la résolution des défis énergétiques de la région.
