Après un mois passé à Goma, l’ancien président Joseph Kabila a effectué son retour à Bukavu le 23 juin 2023. Ce voyage survient dans un contexte tendu, marqué par une intensification des conflits, avec Bukavu et Goma sous le contrôle de l’Alliance Fleuve Congo (AFC) et du mouvement M23 depuis février 2025.
Accusé par Félix Tshisekedi d’apporter son soutien à cette rébellion, Kabila, dont l’immunité sénatoriale a été levée en mai, semble vouloir se repositionner sur l’échiquier politique. Dans cette optique, il engage des discussions avec les communautés locales, espérant jouer un rôle clé dans la recherche de solutions aux crises actuelles.
À Bukavu, selon nos informations, Kabila prévoit de reproduire le modèle de ses consultations menées à Goma, où il a rencontré des leaders religieux, des chefs traditionnels et des représentants de la société civile. Son objectif : écouter les préoccupations des habitants et proposer des pistes pour une sortie de crise, alors que l’Est de la RDC est ravagé par des conflits armés depuis des décennies.
Cependant, cette démarche, présentée comme un appel à la paix, suscite des interrogations. Les accusations de collusion avec l’AFC/M23 portées par le gouvernement de Kinshasa font de Kabila un obstacle potentiel aux efforts de pacification.
Il est à noter que le retour de Kabila dans les Kivus, après près de deux ans d’exil principalement en Afrique du Sud, coïncide avec une période de fragilité politique et sécuritaire. Depuis janvier 2025, l’AFC/M23 a intensifié ses offensives, s’emparant de vastes territoires, dont les villes stratégiques de Goma et Bukavu, provoquant le déplacement de centaines de milliers de civils.
Rapelons que, les relations entre Kabila et Tshisekedi, déjà tendues depuis la fin de leur alliance en 2020, se sont davantage détériorées, alimentées par les soupçons de Kinshasa sur le rôle de l’ancien président dans la résurgence du M23. Cette arrivée à Bukavu intervient également dans un contexte de médiation régionale et internationale. Des discussions soutenues par les États-Unis, impliquant des délégués de Kinshasa et de Kigali, se déroulent à Washington pour tenter de conclure un accord de paix ce vendredi 27 juin.
Par ailleurs, les récentes initiatives des Églises catholique et protestante, qui ont proposé un dialogue national après des consultations menées en RDC et à l’étranger, ont reçu le soutien de Kabila.
