Le Fonds d’Assistance Sociale aux Artistes et Écrivains Congolais (FASAEC) demeure un acteur central du paysage culturel en République Démocratique du Congo. Créé en 1972 sous le nom de Fonds Mobutu, cet établissement public, placé sous la tutelle du Ministère de la Culture, Arts et Patrimoine, a pour mission de fournir une assistance sociale, médicale et matérielle aux artistes et écrivains congolais inscrits.
Le FASAEC a été institué par l’ordonnance-loi n°72-022 du 28 mars 1972, restructuré en 1986, puis rebaptisé en 1997 pour devenir l’actuel FASAEC. Depuis sa création, il a servi de filet de sécurité sociale pour des générations de créateurs congolais, soutenant aussi bien les artistes émergents que les figures emblématiques du pays.
En 2026, le FASAEC poursuit ses efforts pour moderniser sa gestion. Des projets de digitalisation du fichier des artistes et écrivains sont en cours afin de sécuriser leurs données, faciliter le suivi de leur carrière et renforcer la transparence dans la distribution des aides. Cette démarche numérique vise également à renforcer la visibilité des bénéficiaires et à mieux adapter les programmes de soutien à leurs besoins.
Le FASAEC dispose de services décentralisés dans plusieurs provinces, notamment Maniema, Kasai, Kongo Central et Sud-Kivu, assurant un maillage national et une présence proche des créateurs.
Cette année, des efforts sont entrepris pour réviser les textes juridiques régissant le Fonds, afin de réinjecter des financements et d’augmenter l’impact social et culturel de la structure. Ces réformes visent à faire du FASAEC un outil moderne et efficace, capable de répondre aux défis du secteur culturel et de protéger durablement les artistes et écrivains congolais.
En 2026, le FASAEC continue ainsi d’assumer un rôle stratégique : protéger, soutenir et valoriser les créateurs, tout en s’inscrivant dans la dynamique de digitalisation et de modernisation du secteur culturel en RDC.
