Le Bureau de la Coordination Provinciale de la Nouvelle Société Civile Congolaise (NSCC) Sud–Sud Kivu tire une nouvelle fois la sonnette d’alarme face à la catastrophe humanitaire sans précédent qui frappe les réfugiés congolais au camp de Ruhigi, au Burundi.
Selon les informations communiquées par la NSCC, 17 réfugiés congolais sont décédés le jeudi 01 janvier 2026, victimes directes des conditions de vie inhumaines, précaires et dégradantes dans lesquelles survivent ces populations vulnérables. Ces décès surviennent dans un contexte marqué par le silence assourdissant et la passivité du Haut-Commissariat des Nations Unies pour les Réfugiés (HCR) ainsi que d’autres partenaires humanitaires pourtant mandatés pour leur protection.
Cette tragédie donne aujourd’hui un écho particulier aux alertes lancées il y a plusieurs mois par l’analyste politico-sécuritaire Timothée Lenoir Efika. À l’époque, ses dénonciations sur la situation dramatique des réfugiés de Ruhigi avaient été minimisées, voire tournées en dérision, au point de lui valoir incompréhensions et hostilité, y compris dans certains cercles proches de la Première Dame, Denise Nyankeru.
Selon Timothée Lenoir Efika, une enveloppe financière destinée aux réfugiés, débloquée sous l’impulsion de la Première Dame, n’aurait jamais atteint les bénéficiaires finaux. Des déclarations jugées « dérangeantes » qui auraient conduit, d’après plusieurs sources, à un piège monté contre lui, impliquant le journaliste Mils Tshibangu, en collaboration présumée avec certains services, dans le but de faciliter son arrestation.
La Nouvelle Société Civile Congolaise rappelle que, du jeudi 25 décembre 2025 au jeudi 01 janvier 2026, le nombre total de réfugiés congolais décédés au camp de Ruhigi s’élève à 93 personnes.
Pire encore, ces victimes ont été inhumées dans des conditions indignes, sans cérémonies funéraires appropriées, ni respect des coutumes et traditions des familles endeuillées.
Avec plus de 10 décès par jour, la NSCC parle d’une situation totalement inacceptable, qualifiée de violation grave des droits humains et des principes fondamentaux du droit humanitaire international.
Face à ce drame, la société civile congolaise estime que deux options urgentes s’imposent pour sauver des vies :
1. Une assistance humanitaire immédiate, suffisante et responsable, conformément à la Convention de 1951 relative au statut des réfugiés ;
2. Le retour volontaire des réfugiés congolais, dans des conditions sécurisées, dignes et humaines, pour ceux qui le souhaitent.
Dans le cadre de l’action citoyenne, la NSCC annonce que des sifflements de protestation débuteront ce vendredi 02 janvier 2026 à partir de 19 heures, dans les différents camps abritant des réfugiés congolais, afin d’exprimer un mécontentement collectif face à cette tragédie longtemps ignorée.
