Réunies du 23 au 24 juin 2023 au CEPAS pour examiner la situation relative au processus électoral en cours en République Démocratique du Congo, Les laïcs catholiques et protestants (CALCC et MILAPRO) ont lancé, le samedi 24 juin, un appel à la mobilisation générale pour des élections crédibles, inclusives et transparentes.
Ci-dessous, la déclaration des laïcs protestants et catholiques
APPEL A LA MOBILISATION GENERALE POUR DES ELECTIONS CRÉDIBLES, INCLUSIVES ET TRANSPARENTES EN RDC
Réunies du 23 au 24 juin 2023 au CEPAS pour examiner la situation relative au processus électoral en cours dans notre pays ;
Nous, laïcs catholiques et protestants (Calcc et Milapro), organisations et acteurs de la société civile, mouvements citoyens, tenons à porter à la connaissance de l’opinion nationale et internationale ce qui suit :
1. La République Démocratique du Congo, notre pays, est de nouveau au bord de l’implosion en raison du processus électoral opaque et non-inclusif encours. A cela s’ajoute le contexte sécuritaire explosif marqué par la multiplication de conflits violents à travers le pays, la multiplicité de milices affiliées aux partis politiques dont les Forces du progrès, la Brigade spéciale de l’UDPS, l’occupation des localités par des armées étrangères et des groupes armés.
2. Le climat politique actuel est caractérisé par la recrudescence des discours d’incitation à la haine (tribale, régionale et raciale), la répression et le rétrécissement de l’espace civile et politique, l’instrumentalisation de la justice et des services de sécurité, les arrestations et détentions arbitraires des acteurs politiques et de la société civile et la répression des manifestants.Faute de mesures correctives urgentes, le processus électoral en cours sera chaotique et mettra en péril la paix, l’unité et la cohésion nationales, du reste très fragiles en RDC. De par son inaction face à cette situation la communauté internationale devrait assumer sa part de responsabilité.
A cet effet, nous, laïcs protestants et catholiques, militants de mouvements citoyens et acteurs de la société civile, nous joignons à l’appel des Pères de l’Eglise du Christ au Congo (cf. déclaration du comité exécutif national de l’ECC du 21 au 26février 2023) et de la Conférence Episcopale Nationale du Congo (cfr message de 60e assemblée plénière de la CENCO) pour :
a. Rappeler toutes les revendications antérieures relatives à la crédibilité, la transparence et l’inclusivité du processus électoral ;
b. Exiger l’audit du fichier électoral par une institution indépendante disposant d’une expertise avérée en la matière, en présence d’observateurs et de témoins, et cela avant la convocation du corps électoral en septembre.
c. Réclamer l’accréditation à temps des observateurs électoraux tout en prenant soin de clarifier les procédures pour l’accréditation des observateurs internationaux.
d. Encourager le Gouvernement à mettre fin à l’insécurité pour permettre à tous nos compatriotes de participer au vote.
3. Le processus électoral actuel s’avère être une succession des ratés et la parfaite recette d’un désastre politique et sécuritaire qui nous oblige à appeler le Peuple Congolais à se mobiliser pour que les exigences minimales évoquées ci-dessus soient respectées. Dans le cas contraire, nous exhortons le peuple à se tenir prêt à des actions encore plus fortes, conformément à l’article 64, alinéa 1, de la Constitution.
4. Enfin, nous appelons la communauté internationale à ne pas s’accommoder à un processus vraisemblablement voué à l’échec et susceptible d’exacerber l’instabilité du pays et de la sous-région.
