Silence pesant, lenteur administrative ou blocage délibéré ? C’est la question que pose aujourd’hui Nestor Tekazaya, président du syndicat de la Trans-Academia, face à une situation qui dure depuis plus de trois mois : les dossiers de l’entreprise publique restent sans suite au ministère des Finances, dirigé par Doudou Fwamba.
Dans une déclaration musclée ce mercredi, Tekazaya a dénoncé l’immobilisme qui paralyse l’exécution des projets de la Trans-Academia, un programme présidentiel censé révolutionner la mobilité étudiante en RDC. « Nous ne comprenons pas pourquoi les dossiers dorment au ministère. Sont-ils bloqués sur la table du ministre ou perdus dans les méandres de ses services ? » s’est-il indigné.
Selon nos sources, il s’agirait notamment de dossiers relatifs aux décaissements nécessaires pour l’entretien du parc automobile, la prise en charge des agents ainsi que le déploiement de nouveaux bus dans certaines provinces. L’absence de validation financière freine sérieusement les activités de l’entreprise, compromettant les engagements pris auprès des étudiants et des partenaires.
Le président du syndicat appelle à la clarification immédiate de la situation : « Ce blocage nuit non seulement aux agents, mais surtout à la jeunesse congolaise qui attend des réponses concrètes du gouvernement. »
Du côté du ministère des Finances, aucune communication officielle n’a été faite jusqu’ici, alimentant davantage les spéculations sur un possible conflit administratif ou un désintérêt politique.
En attendant, la Trans-Academia roule au ralenti. Et le doute s’installe : l’État veut-il réellement faire aboutir ce projet ?
