La République Démocratique du Congo (RDC) doit-elle quitter l’Organisation Internationale de la Francophonie (OIF) ? La question est posée par Isidore Kwandja Ngembo, organisateur des Jeux de la Francophonie à Kinshasa, qui estime que le maintien de la prochaine Conférence Ministérielle de la Francophonie (CMF) à Kigali, au Rwanda, est une provocation inacceptable.
Une organisation incapable de sanctionner l’agresseur ?
Pour Isidore Kwandja Ngembo, l’OIF doit prendre ses responsabilités face à l’agression dont la RDC est victime.
« Si l’OIF n’est pas capable de nommer et sanctionner un pays membre qui agresse un autre pays membre, de surcroît le plus grand, en foulant aux pieds tous les principes et valeurs fondamentaux de cette organisation, alors la RDC n’a plus aucune raison d’y demeurer. »
Il rappelle que d’autres organisations internationales comme les Nations unies et l’Union européenne ont déjà désigné nommément le Rwanda comme agresseur et lui ont même imposé des sanctions.
Vers un retrait de la RDC ?
Face à ce qu’il considère comme un silence complice de l’OIF, Isidore Kwandja Ngembo propose des mesures fortes :
« C’est maintenant le moment pour la RDC de conditionner sa présence, voire même de suspendre, voire de quitter définitivement l’OIF si elle maintient la CMF à Kigali. »
Le gouvernement congolais devra donc prendre une décision stratégique : rester au sein de la Francophonie en espérant un changement d’attitude, ou marquer une rupture pour dénoncer l’inaction de l’organisation face à l’agression rwandaise. Une décision qui pourrait redéfinir l’avenir des relations entre la RDC et la Francophonie.
