Kinshasa, 19 mars 2026 – La remise officielle de l’étendard au nouveau commissaire provincial de la Police nationale congolaise à Kinshasa continue de faire réagir, notamment dans les milieux politico-sécuritaires.
Lors d’une interview accordée à notre rédaction, l’analyste politico-sécuritaire Timothée Lenoir Efika n’a pas mâché ses mots. Il estime que le gouverneur de la ville de Kinshasa, Daniel Bumba, a une fois de plus fait preuve d’« incompétence » dans la gestion des priorités sécuritaires.
Un timing vivement critiqué
Selon lui, cette cérémonie intervient dans un contexte particulièrement préoccupant :
• À l’Est du pays, la situation sécuritaire reste tendue avec les rebelles de l’AFC-M23
• À Kinshasa, le phénomène des kuluna continue d’inquiéter la population
Dans ce climat, l’analyste s’interroge sur l’opportunité d’un tel acte :
« Le gouverneur pouvait poser ce geste bien avant, et non au moment où les priorités sécuritaires exigent des actions concrètes », estime-t-il.
Malgré les critiques, la cérémonie s’est tenue le mercredi 18 mars 2026 au terrain annexe du stade des Martyrs.
À cette occasion, le gouverneur Daniel Bumba a procédé à la remise officielle de l’étendard au commissaire provincial de la Police nationale congolaise, le commissaire divisionnaire Israël Kantu Bakulu.
Il était accompagné du vice-gouverneur Eddy Iyeli ainsi que des membres de l’exécutif provincial.
Dans son allocution, le gouverneur a insisté sur la portée de cet acte :
« Je vous remets cet étendard de la Police nationale congolaise pour la ville de Kinshasa, symbole de commandement que vous devez défendre jusqu’au sacrifice suprême ».
Cependant, au-delà du caractère solennel de la cérémonie, des voix s’élèvent pour dénoncer un décalage entre les actes symboliques et les urgences du terrain.
Cette situation relance un débat plus large :
Les autorités privilégient-elles la communication au détriment des actions concrètes ?
Le timing de certaines décisions est-il adapté aux réalités sécuritaires du pays ?
Entre critique de gestion et volonté d’affirmer l’autorité de la police, la remise de l’étendard à Kinshasa illustre les tensions persistantes autour de la gouvernance sécuritaire en RDC.
