REQUETE : VOTRE COMPASSION ET HUMANISME POUR EVITER LE PIRE
Excellence Monsieur le Président de la République,
Ne sachant à quel saint nous vouer, nous les Femmes Vulnérables, Veuves et Orphelines de l’Avenue de la Paix venons nous en remettre à votre Humanisme pour trouver une solution de Père de la Nation et de famille, au dossier de démolition de nos maisons par le Gouvernement Provincial de Kinshasa, en violation de la Constitution, à son article 12, garantissant la protection de tous les Congolais, riche ou pauvre, devant la loi.
En effet, ayant légalement acquis nos propriétés depuis des décennies, avec des titres de propriétés octroyés par l’Etat conformément aux lois de la République, nous sommes menacés depuis plusieurs jours par le Ministre provincial des Infrastructures, qui veut démolir nos propriétés avec un préavis de 3 jours sans tenir compte de la loi et de la situation difficile de notre pays et de la souffrance de la population.
Excellence Monsieur le Président de la République, la population de l’avenue de la paix dans la Commune de Ngaliema, composé des personnes à faible revenu, pour la plupart, vous a voté massivement lors des dernières élections et continue à croire à votre vision : « le peuple d’abord ». Ainsi, elle sollicite votre compassion et humanisme pour que soit reconsidérée la décision de démolir les maisons des Faibles innocents et de les jeter dans la rue car ayant des enfants en pleine scolarité et hébergeant même des frères et sœurs réfugiés venus de Goma et Bukavu suite à la Guerre que subit notre pays et pour laquelle vous ne cessez de multiplier les efforts pour que la paix revienne.
Techniquement parlant, la situation de l’avenue de la paix est spécifique et a ses réalités particulières dont on doit tenir compte avant toute action constructive pour l’assainissement de la ville de Kinshasa. Depuis des décennies, l’avenue de la paix n’a jamais connu des érosions ni des inondations jusqu’ à la vente des parcelles aux personnes riche du cercle épiques. Pour ce faire, la première solution c’est de protéger d’abord le site qui a été morcelé sur le site ci-haut cité, ensuite, procéder au curage des caniveaux, une meilleure canalisation des eaux et une pénalisation des habitants qui y jettent les ordures comme ça se fait dans d’autres pays en lieu et place de démolir brutalement les maisons des paisibles citoyens qui ont cru en votre vision et qui ont acquis leurs maisons au prix de nombreux sacrifices notamment les crédits bancaires en cours de remboursement, mais plutôt le curage des caniveaux et une meilleure canalisation des eaux.
