Dans un communiqué de presse rendu public par Mme Ciara Martinez Chef de bureau OCHA-RDC, le lundi 19 juin 2023, les plus hauts responsables de l’aide humanitaire au niveau mondial ont déclenché une intensification immédiate des opérations humanitaires dans l’est de la République démocratique du Congo (RDC), après des mois de violences incessantes et de besoins humanitaires croissants. En effet, cette augmentation des opérations devra mettre l’accent sur la pénurie de nourriture, la protection des personnes vulnérables et la propagation de maladies dans les provinces de l’Ituri, du Nord-Kivu et du Sud-Kivu.
À en croire le communiqué, la semaine dernière lors du dernier épisode de violence, près de cinquante personnes, dont de nombreuses femmes et enfants, ont été massacrés dans le site de personnes déplacées de Lala, en Ituri. Des milliers d’autres ont depuis fui le site.
» La brutalité exercée par les groupes armés envers les communautés locales et l’ampleur des besoins humanitaires de la population sont sans précédent. La souffrance est immense. Des millions de personnes ont désespérément besoin d’une aide humanitaire. Nous sommes pleinement engagés dans l’intensification de notre réponse « , a déclaré Bruno Lemarquis, Coordonnateur humanitaire en RDC.
Les protocoles d’urgence appellent toutes les agences humanitaires des Nations Unies et les partenaires ONG internationales actives en RDC à déployer les capacités et les ressources supplémentaires nécessaires pour accroître l’ampleur des opérations d’aide dans la région, en appui aux efforts du Gouvernement de la République démocratique du Congo et en étroite collaboration avec les partenaires et les organisations locales.
Les Nations Unies appellent également tous les acteurs armés opérant dans ces provinces, à cesser les attaques contre les civils et les infrastructures civiles.
L’ONU appelle également le Gouvernement congolais, qui a la responsabilité première de protéger les civils, à accroître ses efforts pour assurer la protection des civils.
La faim et la malnutrition augmentent dans l’est du pays en raison d’une combinaison mortelle de violence, de catastrophes naturelles, de pauvreté généralisée et de manque de services de base. De nombreuses communautés rurales n’ont d’autre choix que d’abandonner leurs champs par crainte des attaques.
En Ituri, la production alimentaire a chuté de 25% au cours de la seule année dernière.
Les épidémies d’Ebola, de rougeole, de choléra et d’autres maladies ont également contribué à la crise humanitaire dans la région.
Depuis mars 2022, 2,8 millions de personnes ont été contraintes de fuir leurs foyers dans les provinces du NordKivu, du Sud-Kivu et de l’Ituri.
La RDC compte désormais 6,3 millions de personnes déplacées à l’intérieur du pays, soit le nombre le plus élevé de tous les pays africains. La violence basée sur le genre est endémique : plus de 31 000 cas ont été enregistrés au cours du seul premier trimestre de l’année 2023.
Le nombre réel est probablement beaucoup plus élevé, car les violences sexuelles ne sont souvent pas signalées. Les violations graves à l’encontre des enfants sont également en augmentation, particulièrement le recrutement d’enfants, les enlèvements et les violences sexuelles.Malgré l’ampleur des besoins, le financement de la réponse humanitaire reste faible.
Les agences humanitaires ont besoin de 2,25 milliards de dollars pour venir en aide à dix millions de personnes cette année. Au 19 juin, le plan de réponse humanitaire n’était financé qu’à hauteur de 28%.
