La cérémonie officielle du lancement de la campagne de balisage sur le fleuve Congo, dans son tronçon Kinshasa-Kisangani, s’est tenue ce samedi 1er février 2025 au chantier naval de la Régie des Voies Fluviales (RVF), situé sur l’avenue des Poids Lourds à Kinshasa.
C’est M. Abolia Taba Mopolo, Secrétaire Général au Ministère des Transports, Voies de Communication et Désenclavement, représentant personnel du Vice-Premier Ministre Jean-Pierre Bemba, qui a donné le coup d’envoi de cette campagne. Il a remis, séance tenante, l’ordre de mission au chef d’équipe des agents de la RVF chargés de réaliser le balisage. Ensuite, les autorités présentes ont été conviées à visiter l’intérieur du baliseur YAOLIMELA avant son appareillage.
Des discours marquants pour un projet stratégique
L’événement a été marqué par des interventions de haute facture, notamment celles du Directeur Technique de la RVF, du Président des Armateurs et du Directeur Général de la RVF, M. Daniel Lwaboshi.
Dans son discours, Daniel Lwaboshi a débuté par des remerciements au Chef de l’État, Félix-Antoine Tshisekedi, et à la Première Ministre, Judith Suminwa, pour leur implication dans la rénovation du transport lacustre et fluvial. Il a ensuite abordé la question sécuritaire dans l’Est du pays, dénonçant la barbarie de l’armée rwandaise qui cause des pertes humaines et un désastre humanitaire sans précédent. Il a également salué le courage des forces de sécurité congolaises engagées pour la restauration de l’autorité de l’État.
Revenant sur les motivations du lancement de la campagne de balisage, il a rappelé que les crues exceptionnelles de décembre 2023 et janvier 2024 avaient perturbé les routes de navigation et l’accès aux ports. Face à cette situation, il a souligné la nécessité d’un balisage systématique pour garantir la sécurité et la fluidité du transport fluvial, considéré comme l’épine dorsale de l’économie congolaise.
Un appel au soutien financier du gouvernement
Daniel Lwaboshi a profité de l’occasion pour solliciter un appui financier conséquent du gouvernement. Il a insisté sur le fait que le manque de balisage permanent est dû à la précarité de la trésorerie de la RVF, notamment à cause du non-décaissement des subventions de l’État.
Il a ainsi exhorté les travailleurs de la RVF à œuvrer main dans la main pour assurer la renaissance et le développement de l’institution, avant de souhaiter plein succès à cette campagne de balisage et un bon voyage à l’équipe déployée.
Un projet en phase avec la vision du gouvernement
Pour sa part, le Secrétaire Général Abolia Taba Mopolo a souligné que cette opération de balisage marque le début de la mise en œuvre de l’une des actions phares du gouvernement 2024-2028, concrétisant ainsi la vision du Chef de l’État Félix-Antoine Tshisekedi en matière de transport et de désenclavement.
Il a également insisté sur l’importance du balisage du fleuve Congo pour réduire les accidents de navigation, qui causent souvent des pertes en vies humaines sur l’axe Kinshasa-Kisangani.
Une équipe dirigeante saluée pour son efficacité
De nombreux observateurs estiment que l’actuelle équipe dirigeante de la RVF, nommée fin 2023, constitue l’un des meilleurs leaderships de ces dernières années. Composée du PCA André Pungwe, du DG Daniel Lwaboshi et de la DGA Divine Malumba, elle affiche une volonté ferme de conduire la RVF vers une gestion efficace et performante.
Le lancement de cette campagne intervient seulement six mois après le balisage de la rivière Kasaï, preuve de la dynamique positive instaurée au sein de la RVF.
