Selon M. Kiloka, analyste et proche de Roland Ngoie, l’avocat belge Bernard Maingain n’est pas un acteur neutre dans ce dossier judiciaire : « Depuis plus de 20 ans, il est un défenseur acharné du régime de Kigali, impliqué dans toutes les grandes affaires visant à blanchir le FPR de ses responsabilités historiques dans la région. »
Qui est Bernard Maingain ?
- Avocat de Rose Kabuye, ex-bras droit de Paul Kagame, mise en cause dans l’attentat contre le président Habyarimana (1994).
- Conseiller juridique de hauts responsables rwandais visés par les mandats d’arrêt du juge Bruguière (France, 2006).
- Auteur de “Le Cri du Faucon”, un ouvrage controversé assimilant l’enquête sur l’attentat du 6 avril 1994 à une machination, comparée à l’affaire Dreyfus.
- Défenseur du général Cyrille Ndayirukiye, impliqué dans le putsch manqué de 2015 au Burundi.
- Soupçonné de complicité d’ingérence dans les affaires internes du Burundi et de la RDC.
Une plainte stratégique ?
Pour Roland Ngoie et ses alliés, cette plainte déposée contre la famille du président Tshisekedi serait une riposte politique aux récentes pressions diplomatiques contre le régime Kagame, notamment dans le cadre du conflit dans l’Est de la RDC.
« Maingain n’est pas un simple avocat. C’est une pièce maîtresse du dispositif rwandais dans la guerre d’influence qui se joue entre Kigali et Kinshasa depuis bientôt 30 ans », conclut Kiloka.

La tension est à son comble entre la RDC et le Rwanda, accusé de soutenir la rébellion du M23 et de violer la souveraineté congolaise. Kinshasa multiplie les efforts diplomatiques pour internationaliser le conflit, pendant que Kigali active ses réseaux en Europe pour neutraliser ses détracteurs.
