« Alors, à quoi bon maintenir une stratégie qui, sans fausse modestie, a montré ses limites ; plutôt, a échoué sur tous les plans. Elle détourne nos forces de défense et de sécurité de leurs missions initiales, ce qui n’est pas sans conséquence sur leur efficacité ».
