Kinshasa, 24 décembre 2025 — Dans sa 36ᵉ tribune, l’ancien Premier ministre et Vice-Premier ministre en charge du Budget, Adolphe Muzito Fumusthi, livre une analyse approfondie de la gouvernance du Président Félix-Antoine Tshisekedi Tshilombo, six ans après son accession à la magistrature suprême. Intitulée « La RDC sous A.F. Tshisekedi : Où en sommes-nous ? D’où venons-nous ? Où allons-nous ? », cette tribune dresse un bilan chiffré, contextualisé et prospectif de la trajectoire du pays.
Sur le plan macroéconomique, l’auteur souligne un redressement notable. Le budget de l’État, estimé à 3,5 milliards USD en 2020, a été triplé pour atteindre 10,5 milliards USD en 2025, tandis que les réserves de change sont passées de 1,5 à 7,5 milliards USD. La croissance économique s’établit autour de 5,3 %, portée par le secteur minier, les services et l’investissement public, malgré un contexte sécuritaire tendu dans l’Est du pays.
Au plan social, Adolphe Muzito met en avant deux réformes structurantes : la gratuité de l’enseignement de base, qui a permis l’intégration de plus de 4 à 5 millions d’enfants supplémentaires dans le système scolaire, et la Couverture Santé Universelle, progressivement déployée avec un accent sur la santé maternelle et infantile. Ces politiques, assumées financièrement par l’État, traduisent selon lui une priorité claire accordée au capital humain.
En matière d’infrastructures, la tribune relève une relance visible : routes nationales et urbaines, projets ferroviaires, modernisation aéroportuaire, ainsi que le Programme de Développement Local des 145 Territoires, avec des centaines de centres de santé et d’écoles construits ou en construction. Plusieurs projets structurants s’appuient sur des partenariats public-privé, notamment Inga 3, le projet « Kinshasa Kia Mona » et le partenariat stratégique RDC–USA sur les minerais critiques.
Sur le plan sécuritaire, l’auteur reconnaît un contexte de guerre persistante à l’Est, ayant entraîné une augmentation substantielle des dépenses de défense et de sécurité, devenues un poste budgétaire prioritaire.
Se projetant vers 2026–2030, Adolphe Muzito identifie trois défis majeurs : la sécurité nationale, l’amélioration durable du social et le déploiement massif des infrastructures au service de l’agriculture, de l’emploi et de la diversification économique. Il anticipe un doublement du PIB à l’horizon 2030 et une montée progressive de la pression fiscale à 17 %, condition essentielle pour financer ces ambitions.
L’auteur salue enfin la performance du Gouvernement Suminwa, qu’il crédite d’un nouvel élan dans la mobilisation des recettes, et conclut que les réalisations actuelles et les perspectives annoncées placent le Président Tshisekedi dans une position politiquement confortable pour les échéances futures.
