Junior MATA M’ELANGA est le tout premier Directeur Général de la CNSSAP, établissement public sous tutelle de la Vice-Primature, Ministère de la Fonction Publique, Modernisation de l’Administration et Innovation du Service Public.
Nommé par l’ordonnance n°22/219 du 11 novembre 2022, Junior MATA M’ELANGA figure comme le premier Directeur Général de cet établissement public, en marge de l’installation des premiers organes de gouvernance.
Détenteur d’un diplôme d’Économie de Développement de la prestigieuse Université Catholique du Congo, Junior MATA M’Elanga, s’est fait d’abord remarquer par son activisme dans les milieux associatifs nationaux, après quoi il entamera une carrière fructueuse au sein de la Banque commerciale du Congo, BCDC, où il s’est spécialisé en audit.
Détenteur d’un Master de l’École Supérieure de la Banque de la France – major promotion RDC 2016 -, il jouit d’une probité morale et intellectuelle jamais prise à défaut.
À l’avènement de Son Excellence Félix-Antoine TSHISEKEDI Tshilombo à la magistrature suprême, il fut trié sur le volet pour occuper le poste de Vice-Ministre des Finances, dernier strapontin d’envergure avant d’être nommé Directeur Général de la CNSSAP.
Aussitôt nommé à la tête de la Caisse, Junior MATA M’Elanga s’est mis à pied d’œuvre dans la consolidation de la certification ISO 9001 de l’organisme de prévoyance sociale dès janvier 2023. Exploit réédité une année plus tard, avec en point d’orgue le constat par l’organisme certificateur AFNOR d’aucune non-conformité après audit.
Auditeur de formation et de profession, Junior MATA M’Elanga a mis un point d’honneur à sanctuariser les structures de contrôle interne ouvertes à des audits internationaux, de manière à renforcer la transparence dans la gestion.
Cependant, le plus grand chantier de Junior MATA M’Elanga aura été l’implémentation de la Loi n°22/031 du 15 juillet 2022 portant régime spécial de sécurité sociale des agents publics de l’État. Sur les traces de l’Autorité de tutelle de la CNSSAP, Son Excellence Jean-Pierre LIHAU Ebwa, Vice-premier Ministre, Ministre de la Fonction, Modernisation de l’Administration et Innovation du Service Public, lui-même auréolé du titre de Ministre extraordinaire par le Chef de l’État, le *Directeur Général de la *CNSSAP* a remué ciel et terre pour une sensibilisation tous azimuts sur cette Loi. Une Loi qui est la matrice de la réforme de la sécurité sociale telle que conçue par le Chef de l’État, Son Excellence Félix Antoine TSHISEKEDI Tshilombo, timonier de la solidarité sociale, qui avait à cœur d’arrimer la sécurité sociale nationale, jadis inexistante dans le secteur public, sur les standards internationaux. Il appartenait donc à Junior MATA M’Elanga de massifier cette nouvelle culture de l’épargne auprès des contributeurs exclusifs que sont les agents de carrière des services publics de l’État, de manière à placer irréversiblement la CNSSAP sur l’orbite de l’autonomie financière et administrative.
En effet, passer de l’ancien régime des retraites au régime contributif n’a pas été une sinécure, tout comme faire basculer les enseignants, magistrats, policiers, militaires et autres professionnels de la santé dans le nouveau régime des prestations sociales géré par la CNSSAP. Junior MATA M’Elanga n’a ménagé ni son temps ni ses efforts pour y parvenir.
En outre, la réforme de la sécurité sociale impliquait également une implantation de la CNSSAP en Provinces, à travers la construction des sièges provinciaux. C’est chose faite dans les villes de Mbandaka, Kisangani, Mbujimayi et Kananga sous la dispensation Junior MATA M’Elanga. Il est important de noter qu’à son avènement, la CNSSAP ne comptait que deux agences témoins à Kinshasa et Lubumbashi.
À l’évidence, la montée en puissance de la CNSSAP induit des nouvelles charges de fonctionnement, de recrutement et de rémunération du personnel. Il s’est produit en l’occurrence une explosion du résultat net au cours de l’exercice 2023 de plus de 700%, comparativement à l’exercice 2022, avec tous les ratios prudentiels conformes aux normes réglementaires. Des chiffres d’un exploit indélébilement figés dans le cosmos.
Et ce n’est pas tout. Junior MATA M’Elanga s’est également illustré par l’amélioration de l’image de marque de la CNSSAP auprès des partenaires sociaux, grâce à une politique de redevabilité proactive et à une communication permanente. Il a particulièrement mis un accent sur l’amélioration des services premium aux assurés, rendant effectifs des services supplémentaires tels que la gestion des risques professionnels. Poussant plus loin le curseur d’innovation en matière de sécurité sociale, il a œuvré en faveur de la mise en œuvre du régime de retraite par capitalisation, permettant ainsi aux agents publics de l’État de conserver leur pouvoir d’achat, qu’ils soient actifs ou à la retraite. Sur la même lancée, la CNSSAP, sous la houlette de son Directeur Général s’apprête à implémenter un régime de retraite particulier au bénéfice des hautes personnalités, en s’inspirant du modèle ivoirien.
Par ailleurs, pour consolider la maturation et l’institutionnalisation de la CNSSAP, un nouveau cadre organique a été conçu, promulgué et d’ores et déjà en vigueur sous le management Junior MATA M’Elanga. Il ne faut pas non plus oublier que Junior MATA a aussi attribué à la CNSSAP son tout premier banc syndical, composé des délégués syndicaux élus qui évoluent en toute liberté.
Junior MATA M’Elanga s’est au surplus penché sur l’amélioration des conditions salariales et de travail des agents de la CNSSAP afin d’accroître de manière sensible leur efficience.
La cerise sur le gâteau est l’intégration de la CNSSAP au sein du portefeuille de la très feutrée Conférence Interafricaine de la Prévoyance Sociale (CIPRES); intégration intervenue à Genève le 11 juin dernier lors de la 36ème session du Conseil des Ministres de la CIPRES, en marge de la 112ème session de l’OIT. En présence du Directeur Général Junior MATA, et grâce à son entregent, le Conseil des Ministres de la CIPRES s’est prononcé à l’unanimité de ses membres en faveur de l’intégration de la CNSSAP dans son portefeuille. Une très bonne nouvelle qui va permettre à la CNSSAP d’accroître ses performances en étant en permanence au contact des autres organismes de prévoyance sociale à l’international.
La leçon à retenir du plébiscite de Junior MATA M’Elanga en ce deuxième trimestre de l’an 2024 est qu’il faut rester focus sur le travail lorsque l’on s’inscrit dans une gestion axée sur les résultats. Les contre-vérités visent souvent ceux qui se distinguent par leur apport en industrie.
