Selon le Président National du parti politique Nouvel Elan, Adolphe Muzito, dans une annonce officielle du projet d’offre politique de son parti faite le 20 mars dernier, la décennie prochaine (2024-2035) sera celle de la libération et du réveil du Géant-Congo.
À l’en croire, ce projet d’offre politique a pour but construire et développer la République Démocratique du Cong dans un plan global de 30 ans, comme il est prévu dans ledit projet.
En effet, ladite offre, en cours d’élaboration au contact avec les forces sociales, sera déclinée et exposée au fur et à mesure, indique l’annonce.

ANNONCE DU PROJET D’OFFRE POLITIQUE D’ADOLPHE MUZITO ET DU NOUVEL ELAN ELECTIONS 2023.
Selon les calculs et les premières hypothèses retenues dans notre offre politique, en cours d’élaboration, la décennie prochaine (2024-2035) sera celle de la libération et du réveil du Géant-Congo, sous réserve de l’application des réformes essentielles que nous préconisons.
Ayant franchi son seuil de souveraineté budgétaire de 10 milliards $US en ressources propres, l’Etat Congolais présente des perspectives de réalisation au courant des années prochaines, de deux fois plus de ressources budgétaires en une décennie, soit 165 milliards $US, comparées à celles de six dernières décennies de notre indépendance, soit 82 milliards $US (1961-2020).
La RDC rattrapera ainsi, en une décennie, son retard de six dernières décennies dans le domaine des infrastructures de base, en affectant à cette rubrique 20% de ses rentrées fiscales de la période (2024-2035).
Notre prospective, en partant des données actuelles du cadrage macroéconomique 2023 du Gouvernement, repose sur une double hypothèse, peu ambitieuse dans un premier temps, d’un taux de croissance annuel moyen de 7% pour la période et d’une pression fiscale de 17,5% sur le PIB.
Le coût global de la construction et du développement de la RDC de notre projet s’inscrit dans un plan global de 30 ans.
Le budget de la première décennie comprend le coût du plan décennal de la construction et celui des reformes qui l’accompagnent. Les diverses sources de financement du plan et des reformes (y compris externes) font partie du projet de notre offre.
Ladite offre, en cours d’élaboration au contact avec les forces sociales, sera déclinée et exposée au fur et à mesure.
