Kinshasa, 05 février 2026 – Présenté le 08 mai 2025 par la Ministre de la Culture, Arts et Patrimoine, Yollande Elebe, et adopté par l’Assemblée nationale, le projet de loi portant principes fondamentaux relatifs à la culture et aux arts continue de susciter un vif intérêt en 2026. Ce texte historique, longtemps attendu par les artistes et les acteurs culturels, constitue désormais une référence majeure dans l’encadrement juridique du secteur culturel en République démocratique du Congo.
Adoptée par les députés nationaux, cette loi marque une avancée historique, mettant fin à plus de vingt ans d’attente et de plaidoyers en faveur d’un cadre juridique clair et adapté aux réalités du secteur. Elle vient combler un vide législatif qui freinait la promotion, la protection et la valorisation des expressions culturelles congolaises.
Ce nouveau cadre légal vise notamment à reconnaître la culture comme un pilier du développement national, à protéger les droits des artistes et créateurs, à promouvoir le patrimoine culturel matériel et immatériel, ainsi qu’à encourager l’économie culturelle et créative.
Pour les artistes, opérateurs culturels et institutions du secteur, l’adoption de cette loi constitue un signal fort de l’engagement de l’État en faveur de la culture, désormais considérée comme un levier stratégique d’identité nationale, de cohésion sociale et de croissance économique.
Avec cette réforme, la RDC se dote enfin d’un instrument juridique moderne, capable d’accompagner les mutations du secteur culturel et de renforcer son rayonnement tant au niveau national qu’international.
